What's Changed in 2025?

Aside from university rankings, which fluctuate each year, the main change international students must look out for is the introduction of the Bavarian Higher Education Innovation Act (BayHIG).

This regulation is in force in most institutions from the 2024/25 winter semester and means that international students from non-EU countries will have to pay tuition fees to universities in Bavaria, such as the Technical University of Munich. If you're enrolling in a master's programme without any prior connection to Germany, courses will now cost in the range of €4,000-€6,000.
