  • Tuition: Public universities in Germany generally charge little or no tuition for most Master's programmes, with students usually paying only semester fees of around €100–€400 per semester. How Much Does a Master’s Degree Cost in Germany?

Germany is home to more than 400 higher education institutions, including research-focused public institutions and career-oriented private ones. The fee structure differs between them.


Master’s Tuition Fees in Germany: Public Universities vs. Private Universities

Public universities are state-funded and charge no tuition fees for most Master’s programmes. All students pay a semester fee of around €100 to €400 per semester, covering administration, student services, and in most cases a national transport pass⁠.


German universities in the public sector are heavily research-focused and internationally well regarded. Some of the best-known public universities are Ludwig Maximilian University, Humboldt University and technical universities are TU Munich and RWTH Aachen.


The main limitation for international students: most programmes at public universities are taught in German. Without a German language certificate at B2 level or above, your options are considerably restricted. Institutions in Baden-Württemberg also charge an additional €1,500 per semester for non-EU students on top of the standard semester fee.

Private universities charge tuition fees while offering the widest range of Master’s programmes with smaller classes and structured support throughout your degree. Our Tuition fees cover the full degree. There is also a one-time campus registration fee of €1,500. In addition, students pay about €208 per semester for the mandatory Deutschlandticket, which provides local transport.

Cost of Living in Germany for Master's Students

Students in Germany typically need between €900 and €1,200 per month. Costs may be higher in larger cities, so your location and lifestyle will affect where in that range you land. We recommend budgeting around €1,150 each month to enjoy a comfortable standard of living.

Students under 30 enrolled full-time at a German university qualify for the subsidised statutory health insurance rate, currently between €140 to €150 per month⁠ with providers such as TK, AOK, or Barmer. Students over the age of 30 can register to public health insurance voluntarily but are not able to get a discount rate. They can register with a private health insurance provider.  

Living Costs in Popular German Student Cities

Your monthly budget will also depend on where in Germany you study. In big cities, rent and everyday expenses can push your monthly budget higher, while more affordable student cities can make the same budget stretch further.

  • As a general average, around €1,100 per month is a useful starting point for Master’s students in Germany.

  • Leipzig is usually one of the more affordable popular student cities, with lower overall costs per month than many larger urban centres.

  • Cologne sits in the mid-range, offering the advantages of a big city while remaining more affordable per month than Germany’s highest-cost locations.

  • Berlin is usually slightly higher, especially if you want to live centrally, so students should budget carefully for rent and everyday expenses per month.

Pre-Arrival Costs: What Master’s Students Often Miss

Beyond monthly expenses, there are one-off pre-arrival costs to plan for:

€75 for most nationalities, non-refundable.

Health Insurance

You must have proof of health insurance to be able to be enrolled as a student in Germany.

Document legalisation and translation

€50 to €200 depending on country and documents.

Language proficiency test

TOEFL iBT (Test Centre), IELTS Academic, or Cambridge Certificate costs cost between €200 and €250 per attempt, depending on the country, test centre, and exam type.

Blocked account deposit

Most non-EU students need €11,904* in a blocked account for 2026, released at €992 per month after arrival. Setup fees vary by provider.

APS Certificate

Required for applicants from India, China, and Vietnam to verify academic qualifications. Processing usually takes 4 to 8 weeks. Learn more.

*Although proof of funds for tuition fees is not always an official visa requirement, it may be requested. Students may need to pay one year’s tuition or the full programme fee in advance, or show the tuition amount as an additional top-up in their blocked account.
